1 (Fase cognitiva/riflessiva) Cercare ed individuare, in linea generale, le varie tipologie di problemi ed i soggetti che dicono e/o sono ritenuti “disabili”, “anormali”, “speciali”, etc.
2 (Fase di studio) Studiare, approfondire, monitorare le tipologie oggettive (per casi) e soggettive (per individui), ricercando le cause dei problemi rilevati e valutando gli effetti riportati.
